Functional literacy is really just being able to function in a particular environment. For a professor to function, a high level of literacy is required. This "functional literacy" term, however, has absorbed the connotation of low levels of literacy. You've pretty well understood that. There are some language errors in your essay that could easily be edited for a smoother, more polished prose style.
